The chart on the right presents a review of the employment levels the past three years. The "seasonality" of the employment can also be seen. (See "Sources" section for explanation of seasonality.)

On the county level, the Bureau of Labor Statistics offers at least two programs for calculating payroll employment. The Quarterly Census of Employment and Wages (QCEW) is not a survey-it uses data from quarterly tax reports submitted to State Employment Security Agencies (subject to state unemployment insurance) and from Federal agencies subject to the Unemployment Compensation for Federal Employees (UCFE) program, and therefore information is collected from most businesses. This captures all employment data-all jobs, both part-time and full-time-and not distinguish between the two. There is quite a lag in getting information-7 or 8 months. The Local Area Unemployment Statistics (LAUS) program surveys households, and the survey basically asks whether the person is employed-not whether at a full-time or part-time job and not whether the householder may have two jobs or more. While the sample size is small and occasionally questionable results occur, it at least offers timely data. These differences in these programs are not reconcilable-one is based on area of the location of the employer, and the other is based on the location of the household. Commuting to work between counties would be one factor that would contribute to differences.

Type of Employment & Dynamics

The table below identifies the employment and average weekly wage for the NAICS sectors in Allen County. The Bureau of Labor Statistics has aggregated some NAICS sectors into supersectors, for example, the sectors Wholesale Trade, Resale Trade, Transportation and Warehousing, and Utilities are aggregated into Trade, Transportation, and Utilities. Within these sectors or supersectors, employment can be shown by type/breakdown of Industry and by "Ownership", i.e. Federal Government, State Government, Local Government, and Private classifications. In some cases, this means the data could be presented different ways, for example, the TRADE, TRANSPORTATION, UTILITIES supersector could be presented by the breakdown of Federal, Local, or Private Ownership , or by the breakdown within that sector, i.e. Wholesale, Retail, Transportation & Warehousing, and Utilities.

The table below presents the most informative breakdown available for Allen County, which in most cases is by the industry sector. One exception to this is Public Administration, where the breakdown is by "ownership", i.e. federal, state, or local government administration. More detailed information is available at the BLS web site (see Caveat Box below for more details).

Currently, there is limited annual information available due to the conversion of classifying jobs and employment-the SIC to NAICS conversion (see Caveat Box for more explanation). Data since 2001 is not comparable to data before that date. Additionally, the information is collected from the quarterly tax records provided for Unemployment Insurance Tax purposes, and there is usually a 7-9 month lag in receiving this data from the referenced quarter.

Although employment is down 3,580 from 2001 levels, the employment situation has improved the last 2 years. Allen County has continued to lose positions in well-paying jobs such as Manufacturing, Financial Activities, and has gained positions in the Education and Health sectors, which has average wages slighlty better than the current average wage in the county.


While specific industry sector information for counties is only available from 2001, MSA data has been converted to the new NAICS system and can be compared to 1990 data. The data below is from the CES (Current Employment Statistics) program at the Bureau of Labor Statistics and while "related to" the QCEW program used for the county data, it is not the same program. See the "Sources" section for more information on these programs. The data below is based on the 3 county MSA area (Allen, Wells, Whitley).

In 1990, approximately 25 percent of the jobs in the FW MSA were in Trade, Transportation, and Utilities (TTU). While TTU was still accounted for the largest percentage of employment in 2005, the percentage of jobs in that area was now less than 22 percent. Job loss was 1,700 between 1990 and 2005, and the 2005 employment level in 2005 was the highest since 2002.

The Education and Health sector has seen the largest change-both in numbers and as a percent of employment in the area. In 1990, it accounted for 10 percent of the jobs. In 2005, Education and Health accounts for over 15 percent of the MSA employment. This was a gain of 6,000 jobs.

Data is collected from the quarterly tax records provided for Unemployment Insurance Tax purposes, known as the Quarterly Census of Employment and Wages (QCEW).
